澳门新博彩法24日在立法会获一般性通过，之后将进入闭门的细则性讨论阶段。不少议员对于政府处理卫星赌场问题均提出担忧，当中包括卫星场的去留，牵涉过万员工的生计及周边中小企的生存，以至3年过渡期内业权问题操作上的可行性等。来自工联的直选议员梁孙旭接受记者访问时指出，部分卫星场所在物业并没有划分博彩区及非博彩区，处理上具难度，亦难以估值；如大规模退场所衍生的失业、商户倒闭问题，亦对社会造成隐忧；澳门大学博彩研究所所长冯家超则认为，修法是对过去历史问题作出善意的安排，卫星场可与新持牌公司达成协议继续经营，甚至与博企合作竞投赌牌也绝有可能。

新加坡时间 10 月 1 日 0 点，具有麻省理工和图灵奖得主基因的著名公共区块链Algorand，令人瞩目地如期启动了去中心化社区治理实践。

据项目官方发布的信息，在10月1日当天 24 小时内，区块链社区所参与治理的ALGO数量已超 1.3 亿，12000多名ALGO持有者注册成为了治理者。

按照社区表决通过的去中心化社区治理方案，任何ALGO持有者都可以承诺锁仓ALGO三个月，并在此期间参与投票，成为真正去中心化治理实践的参与者。

ALGO持有者成为Algorand社区治理者后，将根据Algorand基金会提出的治理议题，通过投票机制参与治理决策，也通过参与所有投票轮的投票，持续保持治理者资格。

作为参与 Algorand 社区建设的激励，在三个月治理期结束后，治理者将获得最高可达30%的治理奖励。

看似简单的链上治理方式，实质意义并不简单：标志着Algorand网络将治理决策权交付给了ALGO持有者，也就是说，Algorand区块链网络开始迈向社区治理的真正去中心化。

10月1日，好日子，好事多。
